Treasury Router
Declares how explicitly deposited treasury funds are split between reserve, strategy, rewards and operations.

Behavior
- Configuration-only: the four shares must sum to 10,000 bps.
- Enforced by the strategy vault when deposited funds are allocated.
Limitation. Never touches Pump creator fees or protocol fees; it only describes funds a creator deposits explicitly.
Limitation. The strategy-vault program that enforces the split is not yet deployed.
